SOT Prepares for Possible Congressional Testimony on the Chemicals in Commerce Act

The House Energy and Commerce Subcommittee on Environment and the Economy, chaired by Rep. John Shimkus (R-IL), will hold a hearing on Rep. Shimkus’ revised draft legislation, the Chemicals in Commerce Act (CICA), on Tuesday, April 29, 2014, (10:00 am in Room 2123 of the Rayburn House Office Building). The Toxics Substances Control Act (TSCA) Task Force of SOT has been working to educate legislators on the important role that toxicology will play in the implementation of this law and is currently reviewing the newest draft of CICA. To date, Task Force members have met directly with Congressmen and their staffs. However, the Task Force is currently preparing to submit testimony to identify scientific matters that may require clarification, as a major goal for the Task Force is to provide advice that helps to incorporate the best
scientific approaches into the updated law.

According to Rep. Shimkus, the new draft, “reflects suggestions from members on both sides of the aisle, as well as stakeholders and the administration."  We are encouraged that some of the changes that the subcommittee made to the first version were those that SOT had previously suggested. The TSCA Task Force also will continue to have meetings on Capitol Hill with members of the House Subcommittee on Environment and the Economy and the Senate Environment and Public Works (EPW) Committee.

The Senate has not yet taken any new action on TSCA reform, but key senators continue to discuss different versions of TSCA reform legislation. It is still unclear whether the chair of the Senate EPW Committee, Sen. Barbara Boxer (D-CA), intends to introduce her own version of TSCA reform legislation or allow a version by ranking member Sen. David Vitter (R-LA) and subcommittee chair Sen. Tom Udall (D-NM) to move forward.
