Proposed Changes to Federal Policies Governing Research Funding and Scientific Activities

SOT would like to make its members aware of proposed changes to federal policies governing research funding and scientific activities, as described in the “Regulation for Federal Financial Assistance” proposed rule (Docket OMB-2026-0034).

The proposed changes represent a broad update to the framework that supports federally funded research across the United States, including grants, cooperative agreements, and other forms of assistance. This includes how scientific proposals are evaluated, funded, and managed. The proposed revisions have real potential to affect long-standing practices, including the role of expert peer review, international collaboration, and mechanisms that support dissemination of scientific findings.

At its core, SOT is committed to advancing the science of toxicology to protect human, animal, and environmental health. Central to this mission is the principle that scientific progress is best achieved through rigorous, evidence-based approaches, transparency, reproducibility, and the application of expert knowledge. There is little doubt that the proposed changes will impact the Society’s mission.

Members are encouraged to read the proposed changes and peruse published summaries and viewpoints on these changes. Here are links to articles in Science and Nature as a start. We urge members and the broader scientific community to engage thoughtfully and immediately in the current public comment process. Comments are due July 13, 2026.
